# AI Funding in Germany 2026: Which Programmes Pay Off?

41 percent of companies with 20 or more employees already use artificial intelligence, and another 48 percent are planning or discussing it. That comes from a [representative Bitkom survey of 604 companies](https://www.bitkom.org/Presse/Presseinformation/Digitalisierung-der-Wirtschaft-Unternehmen-beschaeftigen-sich-mit-KI) published in March 2026. So the question of whether the state will help pay comes up in most management meetings. The answer is: partly, but not for what most companies want to do first. This article sorts the funding landscape by your use case rather than by ministry.

## What AI funding exists for companies in 2026?

The programmes reduce to three categories. Each follows a different logic, and none of them simply funds "AI in your company".

- **Tax-based research funding:** applies if you develop yourself, meaning your own models, algorithms or genuinely new systems.
- **Training subsidies:** apply if you qualify staff, not if you buy software.
- **Investment grants from the federal states:** apply to the rollout of specific digital solutions in small companies, usually capped and with a monthly quota.

The question to answer first is therefore not "which programme exists" but "are we developing, training or rolling out".

## What does the research allowance deliver on AI projects?

The Forschungszulage is the only nationwide funding without an application deadline or a quota. It amounts to 25 percent of the assessment base. Small and medium-sized companies can apply for an additional ten percentage points under [§ 4 of the Research Allowance Act](https://www.gesetze-im-internet.de/fzulg/__4.html), so 35 percent in total, valid for activities after 27 March 2024.

For expenses incurred from 1 January 2026, the [certification body for the research allowance](https://www.bescheinigung-forschungszulage.de/steuerliches-investitionssofortprogramm) lists three improvements:

- The maximum assessment base rises to 12 million euros per year, which for SMEs equals up to 4.2 million euros of allowance.
- Overheads and operating costs are recognised at a flat 20 percent of eligible expenses.
- The flat hourly rate for a shareholder's own work rises from 70 to 100 euros.

The procedure has two stages: first the certificate confirming that your project qualifies as research and development, then the application to the tax office. Many AI projects fail at that first stage, because rolling out a chatbot on top of an existing language model is application, not research.

## How does the Federal Employment Agency fund AI training?

The most practical pot for AI skills is the training subsidy for employed staff. According to its [overview of individual funding](https://www.arbeitsagentur.de/unternehmen/finanziell/foerderung-von-weiterbildung/individuelle-foerderung), the Bundesagentur für Arbeit subsidises both course fees and the wages that continue to be paid, on a sliding scale by company size:

- fewer than 50 employees: 100 percent of course fees and up to 75 percent of wages
- fewer than 500 employees: 50 percent of course fees and 50 percent of wages
- 500 employees or more: 25 percent of course fees and 25 percent of wages

Two limits matter. There is no legal entitlement, and the local employment agency decides. And only approved courses from approved providers qualify, so an in-house workshop run by your agency usually does not count. If you want to build AI skills in the team and work with a certified provider, this is the shortest route to real money.

## What do state programmes such as Digitalbonus Bayern offer?

The federal states fund what the tax code and the federal government leave out: the actual rollout. [Digitalbonus.Bayern](https://www.digitalbonus.bayern/foerderprogramm/) is the clearest example and runs until 31 December 2027. Eligible applicants are small commercial companies with fewer than 50 employees, no more than 10 million euros in annual turnover or balance sheet total, and a site in Bavaria.

- Digitalbonus Standard: up to 7,500 euros, funding rate up to 50 percent.
- Digitalbonus Plus: up to 30,000 euros for projects with a particular degree of innovation, also up to 50 percent.
- Artificial intelligence and robotics are named explicitly in the digitalisation funding area since the programme was relaunched.
- Since May 2025 applications run exclusively through the ELSTER business account and must be filed by the company itself. Filing through a service provider or a funding consultant is not permitted.

Other federal states run their own programmes with their own deadlines, quotas and expiry dates. Always check the current status in the [federal funding database](https://www.foerderdatenbank.de/) before you plan, because state programmes are extended, rebuilt or discontinued far more often than federal rules.

## Which costs are almost never funded?

This list saves you more time than any programme overview. Digitalbonus.Bayern excludes, among others:

- standard software such as ordinary office applications or operating systems
- replacement purchases and anything you are legally obliged to do
- your own staff, administration and development costs
- standard online marketing, search engine optimisation and editorial services
- consulting and training without the implementation of a solution
- projects with eligible expenses below 4,000 euros

## The most expensive mistake: ordering before applying

Almost every grant programme funds only projects that have not yet started. A project counts as started as soon as you place a binding order or award a contract, including verbally. A handshake with your provider in May makes the application in June worthless.

The reliable sequence is therefore:

1. Define the use case and the target figure before you collect quotes.
2. Check which of the three categories your project falls into.
3. File the application and wait for approval.
4. Only then award the contract and start.

Always weigh the possible grant against the waiting time until approval. On a project worth 20,000 euros, a grant of 7,500 euros can be attractive.
